<p>Missouri lawmakers have approved a spending plan for capital improvements. It includes $38 million for planning, design, and construction of a state office building.</p>
<p>Supporters say the building could house offices for various state agencies, including the Transportation Department. It could be constructed on the site of the former Missouri State Prison about a mile from the state Capitol.</p>
<p>Governor Nixon says he did not ask for the funding. He also doesn’t agree with money going to this, while he has to choose between programs to support developmentally disabled children or low-income seniors.</p>

<p>Cole County Sheriff Greg White is joining the panel, which will recommend new laws in a report scheduled to come out in September. House Speaker Tim Jones also wants details about who decided to start making electronic copies of people&#8217;s birth certificates and concealed gun permits late last year.</p>
<p>Jones also wants to know who decided that a separate list of permit holders could be released to a federal fraud investigator.</p>

			<content:encoded><![CDATA[<p>A man suffers a broken pelvis and broken leg after plummeting 60 feet to the ground while trying to learn how to operate a paraglider.</p>
<p>The crash happened a little after 5:00 Sunday evening on Tomlin Hill Road south of Columbia. Boone County Fire Division Chief Gale Blomenkamp says the man had taken off in his glider and was gaining altitude when his lines became tangled and he lost speed, causing him to crash.</p>
<p>An instructor and one other trainee were at the scene but not injured. The victim was taken by ambulance to a local hospital.</p>

			<content:encoded><![CDATA[<p>Some moviegoers are upset about a publicity stunt put on last weekend bythe operators of Jefferson City’s Capitol 8 Theaters.</p>
<p>Moviegoers called police after spotting the supposed gunman following a showing of <em>Iron Man 3</em>. He was actually the member of a costume group dressed as an agent from the movie.</p>
<p>Police aren’t pleased, and say he’s lucky an armed off-duty officer wasn’t in the theater who might have taken on the fake gunman.</p>
<p>Theater managers say the event was planned for some time, but <a href="https://www.facebook.com/capitaltheaters?fref=ts">apologized on Facebook</a> Friday, and said they didn&#8217;t fully explain the purpose of the costume group to customers. They say security and safety is their number one priority.</p>

<p>Funding from the city’s half–cent sales tax would pay for the station that would be built on Highway 179. The low bid submitted for the project came in at $2.2 million. The station would also include a backup 911 center.</p>
<p>Councilmen were also updated on the plan to rebuild Oscar&#8217;s Diner, the east end restaurant heavily damaged in a January fire. The rebuild would include a large expansion.</p>

<p>A dump truck driven by 37-year-old Stephen Berhorst crossed the center line and hit a semi carrying a load of animal feed Thursday afternoon. The truck carrying the feed then ran off eastbound Highway 50 near the Highway Patrol General Headquarters.</p>
<p>The big rig went down a steep embankment and overturned. The driver, 51-year-old Alan Spaulding died. The dump truck ended up in the backyard of a home along the highway. Berhorst was seriously injured. Traffic was down to one lane for hours.</p>

			<content:encoded><![CDATA[<p>A northeast Missouri man paves his way to prison after admitting to scams here in Mid-Missouri.</p>
<p>Attorney General Chris Koster’s office announced today that Terry Phelps of Palmyra pleaded guilty in late April to financially exploiting the elderly and running an asphalt-paving scam in Boone, Maries, and Phelps County.</p>
<p>Investigators found Phelps worked with others to hide the true cost of projects, failing to complete work he started, and lying about the true value of work he performed. In one case, Koster says Phelps conned a Vichy man into paying $56,000 for substandard paving work.</p>
<p>Phelps has been sentenced to 37 years in prison on 12 separate counts, but will only serve a maximum of 10 years because the penalties will be served at the same time.</p>

<p>The city is coming off a year of having to cope with a $1.6 million budget shortfall. Jefferson City’s Council will begin work on next year’s budget this summer.</p>

			<content:encoded><![CDATA[<p>Pulling an all-nighter at the office can have its benefits. A man apparently tried to break in to the business “Toms” on Lomo Drive early Thursday morning.</p>
<p>The owner was sleeping there, though. When he went to check out the noise, he found the suspect halfway through a broken window. After the owner yelled and threw some boxes at him, the suspect ran off.</p>
<p>A Cole County Sheriff’s Deputy arrested the suspect soon after that, and he admitted to the burglary attempt. He’s in jail. We won’t get his name from authorities until he’s formally charged.</p>
