Judge Beetem rules on Medicaid expansion

A Cole County judge has found that a voter-approved ballot measure to expand Medicaid is unconstitutional. Judge Jon Beetem said yesterday (wed) that lawmakers can’t be forced to expand the government health care program unless the ballot measure includes a funding mechanism. Voters passed the constitutional amendment last year. But Governor Parson refused to implement it because lawmakers didn’t set aside any money for the expansion.
