A bond issue in Ashland goes down to defeat Tuesday.
The measure asked voters to allow the city to combine bonds to fund both the sewage and water systems.
About 8% of the voters went to the polls. It failed by a 21 vote margin.
Ashland city officials say the failure will force them to raise water and sewer bills.
