The man who cops claim was high when he ran over and killed an e – bike rider in Jefferson City is indicted by the grand jury. Robert Rackers Junior now faces felony DWI and involuntary manslaughter charges. The bike rider, Richard Robben, died in last month’s Dunklin Street crash. Police say Rackers smelled of cannabis and was found with a small amount of pot on him.
