47-year-old Michael Wayne Garrett has a lengthy criminal record, is currently on parole and and has served several stints in Missouri prisons since 2007.

He’s now charged with felony second degree assault, felony armed criminal action and misdemeanor property damage for the July 1 assault in an Ashland parking lot. The Ashland Police Department’s probable cause statement says the victim and Garrett got into a verbal argument that evening in the parking lot, before Garrett allegedly grabbed a metal pipe from his vehicle and struck the victim’s windshield before hitting the man in the face with the pipe. Court documents say the victim suffered a skull fracture and needed to be seen by a neuro physician.
