Why are Columbia folks turning in their rollcarts?

Columbia residents have only been using trash roll carts since early March but several thousand of them are already turning in their original carts. City officials say the vast majority of the 2400 exchanges are for a larger size roll cart.

Columbia councilmen voted to dump the old trash bags and move to the cart system.
